The Ontario PNP has revoked several old streams and introduced a new approach that focuses on workforce shortages and on selecting candidates with in-demand skills.

Key Ontario Immigration Nominee Program (OINP) Changes
The changes introduced by the Ontario Immigration Nominee Program (OINP) are as follows ;
In Phase-1 [OINP Redesign Phase 1]
The redesigned Ontario PNP introduces three primary employer-focused pathways:
1. TEER 0 - 3 Pathway
This pathway is for skilled workers in TEER 0-3 occupations with a full-time, permanent job offer in Ontario.
Eligibility includes:
Relevant work experience (6 months with the employer, 3 months for recent Ontario graduates, or 2 years in the same NOC occupation within the last 5 years)
Licensed applicants are exempt from the work experience requirement.
CLB 6 language proficiency (CLB 5 for certain occupations)
A post-secondary degree or diploma
2. TEER 4 - 5 Pathway
This pathway is for workers in TEER 4-5 occupations with a full-time, permanent job offer in Ontario.
Eligibility includes:
9 months of work experience in the past 2 years in the job offer position with the job offer employer
CLB 4 language proficiency
A Canadian secondary school diploma or equivalent
3. Self-Employed Physician Pathway
Self-employed physicians can apply under the Ontario Workforce Priority Stream without a job offer.
Eligibility includes:
Good standing with the College of Physicians and Surgeons of Ontario (CPSO)
A valid certificate of registration in an eligible class (Independent, Academic, or Provisional class)
Eligibility to bill through the Ontario Health Insurance Plan (OHIP)
In Phase 2
Ontario plans to replace its remaining OINP streams with three new pathways:
Priority Healthcare Stream: A dedicated pathway for healthcare professionals, including eligible regulated workers who may not need a job offer and certain recent graduates awaiting professional registration.
Entrepreneur Stream: For foreign nationals who establish a new business or purchase and actively operate an existing business in Ontario.
Exceptional Talent Stream: For individuals with outstanding achievements in fields such as academia, science, technology, innovation, and the arts, using a qualitative assessment instead of a traditional job offer or points-based criteria.

The closed streams include:
Employer Job Offer: Foreign Worker
Employer Job Offer: In-Demand Skills
Employer Job Offer: International Student
Master's Graduate
PhD Graduate
Express Entry Human Capital Priorities
Express Entry French-Speaking Skilled Worker
