Ontario PNP Releases Full Eligibility Criteria for the New Workforce Priority Stream

On July 20, 2026, Ontario officially released the complete eligibility criteria for the new Ontario Workforce Priority Stream (OWP) under the Ontario Immigration Nominee Program, providing clarity on job offer requirements, language benchmarks, education qualifications, work experience, employer eligibility, and the application process.

What is the Ontario Immigration Nominee Program (OINP)?

The Ontario Immigration Nominee Program (OINP) is Ontario's provincial immigration pathway that allows the province to nominate skilled foreign workers for Canadian permanent residence based on labour market needs. Under Ontario’s 2026 program redesign, several employer-driven immigration streams have been consolidated into the new Workforce Priority Stream, making it easier for eligible workers across all TEER categories to apply.

New Pathways

The redesigned Ontario PNP now includes three pathways under the Workforce Priority Stream:

• TEER 0-3 Occupations (Skilled workers)

• TEER 4-5 Occupations (Essential occupations)

• Self-Employed Physicians

Each pathway has its own eligibility criteria related to work experience, education, language proficiency, and employer requirements.

Eligibility Requirements 

1. Job Offer Requirements

To qualify, most applicants must have a full-time, permanent job offer from an eligible Ontario employer. The employer must first register through Ontario's Employer Portal before the applicant can submit an Expression of Interest (EOI). Self-employed physicians are exempt from the job offer requirement.

2. Work Experience Requirements

The new Ontario PNP Workforce Priority Stream has introduced different work experience requirements based on the TEER category of your job offer.

For TEER 0-3 Occupations

To be eligible, applicants must meet one of the following criteria:

• Have at least 6 months of consecutive paid full-time work experience in the job offer position within the last 12 months.

• Recent Ontario graduates may qualify with 3 months of consecutive paid full-time work experience in the job offer position within the last year, provided they graduated from an eligible Ontario institution within the past three years with one of the following credentials:

• post-secondary degree or diploma that took at least 2 years to complete on a full-time basis

• Ontario College Graduate Certificate

• Master’s degree

• PhD degree. 

• At least 2 years of cumulative paid full-time work experience (or equivalent part-time experience) in the same NOC occupation within the past five years.

• Applicants working in occupations that require a mandatory licence or authorization under Ontario or Canadian law may qualify by holding the required valid licence instead of demonstrating work experience, except for specific occupations such as transport truck drivers and bus drivers.

For TEER 4-5 Occupations

• Applicants must complete at least 9 months of cumulative paid full-time work experience in the job offer position.

• The work experience must have been obtained within the two years before submitting the application.

3. Language Requirements

The updated Ontario PNP clearly defines minimum language requirements.

• TEER 0-3: Minimum CLB 6 in all language abilities.

• Certain skilled trades may qualify with CLB 5.

• Recent Ontario graduates who meet the eligible education requirements may not need to submit language test results.

• TEER 4-5: Minimum CLB 4 in all four language skills.

4. Education Requirements 

The Ontario Immigration Nominee Program (OINP) also establishes minimum education requirements.

• TEER 0-3 applicants generally require a Canadian post-secondary credential (or equivalent through an Educational Credential Assessment).

• Skilled trades may qualify with a Canadian secondary school diploma.

• TEER 4-5 applicants require at least a Canadian secondary school diploma or an equivalent credential supported by an ECA if educated outside Canada.

5. Employer Requirements

The success of an application under the Ontario Immigration Nominee Program (OINP) also depends on employer eligibility.

Employers must:

• Operate an active Ontario business for at least three years.

• Maintain an eligible business location in Ontario.

• Meet minimum revenue and employee requirements.

• Demonstrate recruitment efforts where applicable.

• Offer a genuine full-time permanent position that meets Ontario wage standards.
